Late last month, a U.N. panel proposed limits on greenhouse gas emissions for airliners and cargo planes. Critics said the restrictions would be too weak to make an impact on global warming though.

The agreement reached by the United Nation’s environmental panel requires new airplane designs to meet the standards beginning in 2020. Designs already in production have until 2023 to comply. The panel also wants all planes that don’t comply to leave production by 2028.

The White House praised the move, which expected to pass the full U.N. limits with no major changes. According to the White House, the standards will reduce carbon emissions by more than 650 million tons between 2020 and 2040, equivalent to removing more than 140 million cars from the road for a year.

“Today’s agreement is an important signal that the international community is well-positioned to rise to the challenge of implementing a global market-based approach to reduce aviation emissions,” the White House said in a statement.
