On July 1, Senate passed a massive budget reconciliation bill to fix and modernize the air traffic control system. Although the bill still requires reaffirmation by the lower chamber, its passing in Senate means $12.5 billion will be provided to fund upgrades to the United States’ air traffic control system.

“Although the House and Senate are at odds over some parts of the One Big Beautiful Bill Act, it’s clear that lawmakers are united in an effort to modernize the country’s aging air traffic control systems,” said Jackson Shedelbower, executive director, Center for Transportation Policy. “The $12.5 billion that is appropriated in both versions of the package will be a strong down payment towards ensuring that the U.S. maintains its reputation as a global leader in air travel. Lawmakers need to work out the remainder of their differences so the legislation can be swiftly pushed over the finish line.”

First proposed in May by Transportation Secretary Sean Duffy after chaos and major delays occurred at Newark Liberty International Airport, the bill would aim to combat an array of issues plaguing the air traffic control system, from understaffing to outdated equipment. The bill also calls for consolidating some air traffic control facilities and closing others to increase efficiency.

In a press release following news of the bill passing in Senate, Airlines for America, an American trade association representing major North American airlines, said, “We are grateful that the Senate understands the urgent need to overhaul our nation’s air traffic control (ATC) system and included $12.5 billion in their reconciliation package for that cause. This is an important first step as Secretary Duffy works to implement President Trump’s vision of a brand new, state-of-the-art system…We urge the House of Representatives to quickly pass this legislation so President Trump can sign the One Big Beautiful Bill into law, begin the work of upgrading our ATC system and revitalize our airspace.”

Breaking down the bill, about $4.75 billion will go toward transitioning telecommunications infrastructure to modern Internet Protocol technology. This involves moving from FTI copper wire infrastructure to a combination of fiber wire, satellite and internet telecommunications service to enhance FAA communications reliability.

Another $3 billion dollars will go to replacing the FAA’s radar fleet detecting airborne targets, “many of which have been in service for more than double their lifespan.” More than 600 radars in total will be replaced. Surface Awareness Initiatives systems at 200 airports that don’t have Surface Movement Radars will be installed, replacing 44 existing Surface Movement Radars. These updates will reduce near misses on the runway.

Other updates include improving information display systems and installing Automated Weather Observing Systems to provide real-time weather data and visual confirmation in remote areas.

Almost $2 billion will fund a new air route traffic control center, after the FAA divests three aging ARTCCs. According to the bill, “The FAA has never replaced any of the ARTCCs distributed across the continental United States. With more advanced technology than what was available in the 1960s, the FAA can build newer ARTCCs that rely on better technology and spend less on sustainment of old facilities.”
