United started a push to better enforce the restriction of oversized carry-on luggage. In some cases, passengers with oversized bags were sent back to the ticket counter to check their luggage for a fee. 

Over the past few weeks, United installed new bag-sizing boxes at most airports. The airline also sent an email to frequent flyers, reminding them of the policies. A carry-on bag stored in the overhead bin must be no larger than 9 inches by 14 inches by 22 inches. An oversized bag can take up the same space as two compliant bags. 

Those sent back to the ticket counter with oversized bags must pay the airline’s $25 checked-luggage fee. United collects more than $600 million in checked-luggage fees annually.

Some travelers and travel bloggers question whether the push is to collect more fees. In a statement, United spokesperson Rahsaan Johnson said, “The stepped-up enforcement is to address the customers who complained about having bags within the size limit and weren’t able to take them on the plane. That is solely what this is about.”
