Perennially popular Barcelona is considering enacting a new daytrip tax on all visitors, in an attempt to keep visitor numbers down — or at least capitalize further on the city’s popularity. Ada Colau, mayor, Barcelona, announced her idea last month. She says the tax would be targeted at cruise-ship passengers who visit Barcelona in droves before returning to the boat, as well as travelers visiting the city via coach tours — all of these people contribute significantly to congestion but don’t patronize hotels. Visitors who stay in Barcelona do pay a tourist tax, collected via hotels or private rentals. City Councilmember Gala Pin said the new tax would help offset the cost of tourism “not only in terms of infrastructure, cleaning and security but also in terms of the floating population that is causing the indirect expulsion of local people.” Details of the plan are still thin at this point, but Colau has been talking about limiting tourist numbers since she took office in June 2015. She says she is trying to keep Barcelona from “becoming Venice” which is famously clogged by visitors. Italy’s Cinque Terre villages are capping the number of people who can visit, and Santorini in Greece is considering a similar move.
