Last month, a federal law went into effect in the United States that will prevent any car rental company from renting a vehicle that has been recalled by its manufacturer until it is properly repaired. The law is the result of advocacy work from Cally Houck, whose two daughters died in a rental car crash. The vehicle was under recall, but had not been fixed. Raechel and Jacqueline Houck were 24 and 20 years old when they died in 2004 driving a Chrysler PT Cruiser rented from Enterprise. The vehicle started to leak steering fluid and caught on fire before crashing into a tractor trailer. An investigation uncovered the recall on the vehicle due to the potential fire hazard, but it was shown the recall repair was not addressed by Enterprise. “I’m proud of our efforts, I’m so grateful for the help of consumer advocates who rallied behind this,” Cally Houck told ABC News. “We all worked together and we didn’t give up. We remained firm and committed.” The law passed as part of the Fixing America’s Surface Transportation Act of 2015 and was signed into law by President Barack Obama in December. The law does exempt rental car companies with 35 or fewer cars. “I feel we’ve won a huge battle, but we haven’t quite won the war,” Houck told ABC News. “And the war is for corporations to take responsibility in any kind of situation where you have a recalled product and that recalled product causes injury.”
